Graeme Wheeler - 30 years engineering experience in Civil Construction and Siteworks Industries. Graham has a wealth of practical and technical knowledge gained from years of hands-on experience. Graham is responsible for the Estimating, Operations, Contracts and Business Management of City Pavements Ltd

Mike Wheeler - 10 years experience in the civil construction industry. Mike started his career as a machine operator and driver, progressing through to a foremans' role, and now as a supervisor/manager for City Pavements field operations.

Administration - Caron  manages our office and administrative functions. We have a computer based Office Management system that includes Quoting, Invoicing, Creditor and Debtor processing, Payroll and desktop banking.

Field People - Both of our companies have a stable work force with low staff turnover. Many of our team have in excess of 10 years service, several with the company since its inception in 1986. We operate very much on a teamwork ethic and all our staff are offered on-going training and the opportunity to upskill and progress within our company.

We also carry out full civil siteworks and construction through our sister company, City Siteworks Ltd.

Our clients include Private Residential Customers, Property Maintenance Companies, Local Authorities, Underground Service Providers, Builders and Developers, Engineers, Architects, other Civil Construction Contractors and...hopefuly you!

History and Profile

City Pavements was established in 1986 as a small asphalt laying company operating out of a container in a railway yard in Newmarket. Our company soon gained a solid reputation as market leaders in the specialist field of hand laid Asphalt achieving "Preferred Contractor" status with local Councils, Service Authorities, and a number of leading Civil Contracting Companies. We continue to hold this reputation.


Our Company's growth continued and we moved to a warehouse in Onehunga and we expanded our activities to include minor siteworks and construction to complement our asphalt Surfacing Operation.

City Pavements growth continued and in 2004 City Siteworks was formed to continue our Civil Siteworks and Construction activities independently.

We are now based on a large new site, in modern premises, with 35 staff, and a fleet of trucks, diggers, bulldozers, rollers,
bobcats and associated equipment.

Our capabilities now extend from small pothole or pavement repairs and vehicle crossings, to full size site development,
construction and surfacing contracts.

Checking off the work done yesterday, this really makes the site look great & helps with the ease of use. The presentation of the top area & protection of the second corner & finish line areas now look complete & first class.

Hello Graeme,

Your guys appear to have completed all tasks, as the last tyre buffer went in this morning (and cones returned with an apologetic smile).  The job is great, thank you, and I have to say it was impressive to see your various teams working like clockwork.  I also want to let you know how pleased I am to tell anyone about it.  I had a complimentary email from a colleague who works around the corner and here is part of my response to him:

Thanks and yes, very happy with the carpark.  We had our first customer come in yesterday who had been in not long ago telling us how much better the place looks, and while that is obvious it is very satisfying.  As an aside, we recently advertised a job and several respondents who initially said they were interested to come in for an interview declined before the interview and I reckon it was because they had done a drive by and thought ‘no thank you’ based on the appearance of the place.  Just a theory.  I’m about to ring the head honcho of City Pavements, Graeme Wheeler and tell him I believe it’s all done and what a great job they all did, many teams coordinating extremely well to get to this end result.  Great to see.  If you ever need tar sealing done, and I bet they do concreting as well, definitely give these guys a call.  They weren’t the cheapest quote (nor the dearest) but made the most sense when explaining what they would do to complete the job, instilling confidence in me from the word go.  A good business model I’m sure you would agree.  City Pavements: ph 636 6385.
